I set 16 bit, but the game marks that I have 32 bit. Where is the problem?

The problem is Windows 7 and 8. Track editor only work in 16bit color but in Windows 7 and 8 you can not put desktop to 16 bits, only 32 bits color. You can change option "32 bits color" in MRO, but if Windows is set to 32bits MRO can not change it.

I'm working on new track editor compatible with all Windows.
