You change any option in "options page" ?.

If game not found "miniracingonline.ini" load default values. If you do not change any option game save default options in "miniracingonline.ini" and is same as file not exist.

I checked that makes the game on startup and I not find differences between delete file before run game or run game with default values in ini file

Please try to update ATI drivers. If you have lasts drivers try with old drivers.
